If India has to emerge as a high middle-income country within the next one or two decades, the most urgent task is to lift almost 30 per cent of its population from the vicious cycle of poverty. Since Independence, poverty alleviation has remained a priority for all governments but somehow the various policy initiatives have failed to root out poverty as most strategies were based on doles rather than empowering the poor.
The Jan Dhan scheme provides yet another opportunity to address this issue. While the scheme aims at ending “financial untouchability”, the National Mission on Defeating Poverty aims at sensitizing policymakers and other stakeholders on how to modify and leverage the existing schemes to attain the ultimate goal of eradicating poverty. The Mission not just looks at financial inclusion by opening of a bank account but proposes a more holistic approach that calls for combining Jan Dhan with skill development, livelihood linkages, health and sanitation and financial literacy to pull millions out of the low-income trap.
The Mission will delve deep into financial independence of weaker section, especially women. Almost 40 per cent of Indians don’t have access to formal banking services. The Mission proposes to flag the ills and recommend viable remedial steps to assist the section of people who are financially excluded.
